What Does Special Agent Mean?
A special agent (or solicitor) is the person tasked by an insurance agent to look for potential policyholders. The job requires a license but, while the special agent is allowed to seek customers, they are not authorized to sell insurance.

The special agent is a job that was born out of the stiff competition in the insurance market. They are licensed to look for people who can be insured but cannot issue coverage or sell an insurance policy.
What they do instead is direct client traffic to the insurance agent. They get paid a commission for every policy successfully issued as a result of their efforts.
